Self help portal for services Website Development

I need a talented web developer to create a user registration and log-in system for my website. This includes standard email and password registration as well as implementing security measures such as email verification. It will be a self help portal for different services offered by a Gov department. Needs users interface for different services page and Admin interface with few reports. Also need integration of a payment gateway.
