Resource Management System -- 2

We are considering having our own Resource Management System built and are looking for input to do so, and of course freelancers to do it.
High-level description:
A resource management system where it is possible to book people for specific tasks or projects, to get an overview of the full capacity / utilization.
Requirements:
- User Registration
- Different user permissions (3 types of access)
- It must be possible to create people, customers and projects with basic information
- Calendar view with toggle options (e.g. daily, monthly) and drag & drop of bookings
- Report overview - where it is possible to see utilization for users, projects or customers. The view of the report should be changeable via filters (e.g. duration, customers etc.).
Design
UX is important. To shortcut the process I would like to use premade Dashboard Themes, already made to support e.g. Angular, Bootstap HTML5, React, and more.
It has parts of the layout, the forms etc. but not the functionality. E.g. the calendar view in these needs to be changed.
