Quick Help with Ionic Angular CLI dependencies

Hello, I need someone that can use AnyDesk or TeamViewer to take over my computer and fix the bug I am having with running Ionic serve on my local machine. Here is the error " Error: Could not find the '@angular-devkit/build-angular:dev-server' builder's node package."
I have removed all of the node-modules and package-lock.json and cleared the cache and then re installed everything, but still cannot get it to work.
This should only take someone about 10 to 20 minutes to figure out.
