Patient Portal Development for a EHR System

I'm seeking an expert in React, Node JS, and Postgress SQL to design Customer/Patient portal of an Electronic Health Record (EHR) system.
The goal is to enhance the patient experience through a seamless, cross-device browsing experience (WEB/WAP/App). The portal should have an intuitive UI/UX and be optimized for both web and mobile platforms, with a focus on the following key features:
1. User Authentication & Profile Management (including Multi-Factor Authentication)
2. Capture and management of Patient info and Health History
3. Appointment Scheduling and Updates
4. Prescription viewing and printing
5. Communication between Patient and Practice - Notifications and alerts, refill requests
6. Display of Billing info, outstanding amounts, and secure Payment Gateway integration for payment options
7. Security, and UI Design
Ideal candidates will have substantial experience in React JS and performance optimization methods, along with a strong understanding of UI/UX best practices. The project is expected to be completed within a timeframe of 3-4 weeks. Quality and efficiency are our top priorities.
