JAC Developement Change Chat Feature to Message Feature

This job is to redesign a feature for my web site. I am also looking for a programmer that I could potentially have a long-term relationship with. I have worked with numerous programmers and it has been difficult to find a programmer that is reliable, is good with communicating and has great design and programming skills. Just about every programmer I have had so far has let me down at some point. I need someone who is not going to procrastinate and will get the job done in a timely manner, focus on my needs and not push me to release milestones before the work is even completed. I also need the programmer to test their work before I test it.
For this job, I need someone to completely remove the chat feature of my web site and replace it with a message feature. I will attach some mock ups as to how I vision the message feature to look or work. The purpose of the message feature is to allow members to communicate about an item before and after it is claimed. I also want the system to send an automaitc e-mail to members when a message is sent. My web site currently sends other automatic e-mails for other things. I am limited to what software my server can have on it because I want to stick with a shared hosting plan right now due to low monthly costs and my web site not having any traffic.
It is VERY IMPORTANT that you learn the web sites features and purpose. There is a 100% chance there will be more work available and understanding the web site in full will be a plus for you in the future.
You must have a good rating and feedback. I am looking for programmers and designers with a rating in the double digits. NO NEWBEES please.
I will ask a lot of questions during the selection process. Please DO NOT rush me. I hate during the middle of my questioning when a programmer says “go ahead and assign me the job and we can get started”. I will assign the job when I am ready to, because I have a process.
