Interactive portal development - Web based and mobile responsive

Technology expertise required: AngularJS, Javascript, Bootstrap, HTML5, CSS3, API Integration Knowledge
We are looking for a person who has expertise in developing web portals using Angular JS, HTML5, Javascript, Bootstrap and API integration. The requirement is to create a mobile responsive front end for our onboarding platform that has interactive and gamification features. The portal is dynamic and is controlled by backend APIs, this necessarily means that the person needs to have expertise in API integration. The backend is built on .Net/.Net Core.
The designs will be provided by our design team, the person will have to develop the designs and integrate the APIs.
This is an ongoing project, basis successful delivery of the first phase, we will be happy to explore long term retainer opitions.
