Custom website + mobile apps (ios/android) for a service marketplace

I am looking for website + mobile app (android +iphone) and want to use singleDatabase for whole solution. I am open for other tech stacks e.g. PHP, Laraval or angular/node, mysql, for mobile - react native/flutter etc.
My budget is open but I want to be realistic to actual efforts to develop this solution.
I want to award this job at the earliest but I will not compromise in low standards.
Before final decision I need a technical SRS/Proposal from your side so that I can understand you know the exact requirement and have capability to develop the solution.
