Build iOS app for my system

I am looking for a skilled iOS developer to build an app for my system. The app should have basic functionality and I am open to suggestions for additional features. I do not have any specific design guidelines in mind, so I am open to any design or user interface ideas. As for compatibility with iOS, I am not sure which version would be best, so I would need some advice on that.
