Angular .NET website needs assistance updating for launch on Azure Web App

We have an Angular website that was updated from .NET 2.1 to .NET 3.1 with the intention of pushing the app to Azure web Apps using and Azure SQL database. We need assistance getting connection string working properly as well as some minor code changes that were required from upgrading from .NET 2.1 to .NET 3.1.
