My wordpress site need push & sms (twillio) notifications for a few actions

I have a wordpress site where user sends another user cash and ecard.

after user send other user cash, sms & push notification needs to popup,
1) user receiving the cash "You got Cash!!"
2) user sending the cash "You just sent 'cash amount' to user 'username''"

after user send other userecard, sms & push notification needs to popup,
1) user receiving the ecard "You got a Birthday Card in your Inbox!"
2) user sending the cash "You just sent a Birthday Card to user 'username''"

i use buddypress, push notification only for

1) New Friend Request
2)Accepted Friend Request
3) New Message
4) New Comments

Plugins or Custom Code, I dot care as log as it can be done quickly. Also Push notifications need to work on my wordpress android app that displays my website as well.
