Need a platform with following specs:

1- Module N° 2: warning module: Allow users to configure events warnings

type de users:
- individual users via mobile app, web interface and ussd menu
- corporate users via api and web Interface

warning formats:
- sms notification ( GSM, whatsapp, telegram)
- voice call notification ( GSM, whatsapp, telegram)
- vocal notif ( whatsapp, telegram)

warning types:
- one short warning
- recurrent warning
alerte1
alerte2
alerte3
for any level of warning, user will define day/time as per android alarm

warning content:
text, voice, video, image,

2- Module N° 2: digital campaign/survey module

3- Module N° 3: campaign/survey evaluation
