i want an app for ios and android

i want an app that it will have profiles of famous people that the other profiles could choose theyr favorite so they can send them a message to do a small video for them for any occasion they want. in the homepage i want to have just four categories ( athlets, actors, singers, celebs ) . each one they will have subcategories ( e.x. athlets they will have subcategories like football, basketball etc) .after you choose your favorite person open a page that you choose if its for you or a gift , occasion , how to pronoun you and what you whould like them to say (if you want). after that depend on the person the user will have to pay the amount of money for the book and the message send to the famous person. I live in E.U. so the terms of use must be for this region.
