upload an android apps on google play console.

I am looking for a freelancer to upload my fully developed android app onto the Google Play console. As I do not have a Google Play Developer account, I would like the freelancer to use their account to upload the app. I do not require any additional services for app promotion or marketing, but I will need maintenance and updates for the app after it is uploaded.
