reading image to numbers (image process)

I want to read photo by camera mobile app and convert the photo from photo side to digital numbers.
attached an image example that has thee screens. I want to read meddle and bottom screens and merge them as one number. Meddle screen in the example has number 22980 and bottom screen has 74.40.
i want to merge them as one number the result will be 2298074.40 and store this number in data base.
I have a code for this app in IOS and android but I need this part of the code.
I need this part to be written in objective c for IOS and java for android.
note: I want to take the reading in one snap shot or in one scan.
