react native developer expert v2

we are looking for an experienced developer who can help us to:

- setup a local development environment on ubuntu/linux 20.04 22.04
- configure react native to compile properly
- execute code on android simulator 11, 12, 13
- run this code on android https://aebb.es/8teb0
- document the steps for other developers

MS1:
- create documentation in readme.md
- add documentation what ubuntu packages to install
- what other software to install manually to be able to compile and to run in simulator
- use any example react native project to run and demo
- basically an updated doc of this
