offline multiple device communication via wifi

Basically we have our existing project named In Club solution where we connect multiple android device to single wifi router or hotspot device. What we want to achieve is as follows,
1. master device can or any connected device can send message or data to all other connected devices.
2. this communication should works online as well as offline(no internet connected).
