odds movements app

I am looking for some programmer who will help me to do app about odds movements. Probably some of you knew oddsportal site. In my head is idea how I will do something similar, but upgrade add. Customer can add own bookmakers (example in Greece you have some smallest bookmakers). It's important, because if you recording and looking in this, you can see how they post wrong odds. Example "biggest" booking will be post for one game odds 1,8 when in Greece is 2,3. App will recording it and send you notifications or when you login in system you will information about upper sample (when odds movements, how much) also there will be option to set parameters (example % off dropping, date etc...). In attachment I give you examples for different similar websites. In betting world it's more app for finding value bets.
