I need a custom-made video stream motion detection
Budget: $30 – $250 USD
The reason I need custom made, is because it is not for surveillance.
So, I do not need all the 'extra junk' of surveillance camera software.
I want the app or software to be lightweight, no frameworks. I am not going to download Microsoft Visual C, or the whole Android base to have this work.
This can be Windows (7 only) based, or Android (6 only) based.
Simple is best.
If you act quickly, you even get to pick the camera system, up until I time to research the best one.

Ok, description of the project.
Take the video stream from a 'popular' long distance surveillance camera. Your choice of camera and format, right now.
Extract/Highlight round or rectangular zone for motion detection, or scene change.
The zone may be oblique due to camera placement, do not pre-suppose circle over oval, and square over trapezoid. User selectable zone using click/drag or tap/drag is fine/preferred.
Assume 30 frames per second feed.
I need to know the visual difference between frame to frame, or at max, every 3rd frame. Real-time.
Must use a complex detection scheme. Must not be "fooled" by changing light, such as one has outdoors, when sunny and cloudy. Or twilight fading to dark.
If you like, I can give you a 'maximum differential' for your algorithm to exclude entire scene variances. You can start at "no more than 1/4 change" at one time. 1/9 is likely acceptable also.
Once a scene change has been detected, save a screenshot. Have a screenshot from before the change also.
Bonus for OSD outline of difference.
Bonus for 1 -> 2 flip, pre change -> and after change.
