make a game app like the app jawaker

I want to make a playing card app and website same as the app "jawaker" both in Arabic and English I want emojis in the app and expressions and someone that I can rely on to design the look of the app and website and if you know any programmers that will be great i want ot to be finished within the next few weeks
i want 2 prices one for the graphic design only and one for the design and programming thank you.
