intelligent app with a landing page

Hi guys,
We need someone to build an app that can run on Android/IOS.
Basically, it's kind of app to post questions and get answers (Reddit/stack exchange...).
We require ML to analyse text and pictures.
***Budget as mentioned.
*Copy and paste bids will automatically not take in consideration, start your bid with a country and its capital's name.
We can discuss other details in chat.
Regards.
