iOS Mobile App for Dispatch Management

I'm seeking a skilled mobile app developer to create an iOS app that can scan QR codes, match and update records in a database, as well as upload data to the same database from Excel exports. The app must function fully offline. I have a PowerApps app with all the functionality I need, however it is not stable enough or able to be deployed to users easily. I will provide the PowerApps and all the details. I want to build a stand alone app, but based on the PowerApps one I have.
