face detection from mobile camera for ID identification

I am looking for a developer to create a face detection application for both iOS and Android platforms. The application should be able to detect faces in real-time as well as from static images. In addition, I need the application to have the capability for facial recognition and liveness detection.

Ideal skills and experience for this project include:
