I am looking for an experienced developer who can help me program an ANPR/LPR app for Android and store the data in a online data base .
The app should be able to detect number plates from a live video stream and compare whit a black list data base from the administration server synchronize to the android device in defined period per day, hour, etc in a locally database...
the app can store valid captured number to a simply database locally in the phone and must generate an audible alarm and vibrate.
It must be able to run smoothly and take full advantage of the camera Android devices with better specs.
The app should be written with code from an open source project that is in Github. It should run on OpenCV and OCR. This app should be able to learn to improve its accuracy “machine learning”
The functions are like this:
1. Continuous scanning
The app automatically scans any number plate that appears on the cameras view.
2. Tap to scan
The user has to aim at a number plate then press a button to scan the specific object.
3. History
The user can view number plates and images that been captured with time, location and date stamp.
and sync the database to remote database and them clear locally stored data base.
4. Capture image
The app takes a picture of the number plate and stores it with reference to the text version that is in the simply database.
