UI and UX designer for Android + IOS app

looking for an app designer, which can take my idea - and design UI and UX.
it's an app for phone calls recording, which requires:
1. Signup
2. Registration
3. Forgot password
4. User profile
5. Select which contacts to record
6. list recorded calls.
and some more features which i will explain later.

Two languages (Hebrew\English)
LTR and RTL Templates (according to selected language).
