To create mobile application to transform data from excel into JSON

Since we have moved into secure mobile based communicating systems, We need a mobile based application (Both Android/iOS should be fine) which should accepts Spreadsheet sheet from Gmail/Google drivee and then convert it to JSON format and then out should sent to recipient mail address.
