classified services app

I am looking to hire someone who can develop a classified services app on both iOS and Android platforms that has a major focus on hiring services. It should include features such as in-app messaging, user reviews and ratings, as well as geolocation. I would also like to have as much flexibility as possible for future updates/improvements of the app. This needs to be a dedicated development effort with a full cycle spanning from testing, building, coding, to deployment.
