I can't scroll up because of Swipe Refresh Layout (Android)

I have a web app that has been coded in javascript, there is a bug on all pages that allows the user to scroll down but when the user tries to scroll back up the page refreshes. I need someone to fix this urgently by creating the correct code. This bug only affects Android users not ios.
