building an app for ios and android for delivery and command with map

hello
I want someone professional who can build an app for ios and android
the idea of the app it's like that
the app should have a big map
I'm (the customer) and I need to buy something from a market or a place on the map
I click on the map and choose the place
the app should notify the delivery guys near to the place that i choose
then every one of them put the price of the delivery like guy one put 10 dollars the guy two put 15 dollars ...
i'm (the customer) choose one of them when i choose and i click on it
the app open a chat between me and the delivery guy i told him the things that i want from the place and we have a deal after that .
the chat should support the audio messages and send images and also (video)
the payments method are cash on delivery and pay online visa card, MasterCard...
the app should have options to choose the kind of things i want like if I choose food or something small (moto or bycle) if i choose furniture (car or truck)...
the app should have a login page after the customer see the map and want to buy something or order something
that are the most important things on the map
please i want someone who have along experience and can build this app professionaly
