build me an application

This project aims to build an android/apple phone application alongside an administrator web interface. The app interface receives pictures or 5 second videos from users. Pictures are sent to administrator for approval/release and then sent back to a selected number of users through push notifications and posted in the app history. The app also includes financial transactions from the user's posting pictures and other transaction for distributing points between users. Controlling both financial transactions and picture approval is done through the web interface by app administrator.
