build me an app for ios and android

I want an app that that will basically be like an uber for boats. users can upload a picture of their boat and where they are willing to take people or the distance they are willing to travel, as well as the times they are willing to give people a ride. They also need to post where and when they are willing to pick up and drop off and it must use GPS tracking to find the closest boat to the person. I want to be able to expand the app and add more functions and services to the app at a later date, so it must be able to evolve. All the communications between the two parties must be done within the app like uber. I would also like a rating system that prompts you to rate your experience after the ride like uber as well. I also need a billing system to charge credit and debit cards as well as the ability for users to set up accounts where they can have a card on file. I would also like for the app to display local weather as well as the local high and low tides and sunset and sunrise times. I envision this app to work like uber but for the drivers to have a profile page where thay can upload pictures of their boats and the destinations they are willing to travel to as well as the activities they are willing to do whether it be just giving people rides to the sandbars or taking them out fishing or skiing. the most important features that need to be on the app are:
