build me an android application using flutter and firebase

The android application includes chat feature, group creation and group messaging. A post timeline as social media. The posts need to be specific for users based on the department as this is a college social connect app.
The posts can only be uploaded by faculty and certain authorized persons as class representatives.
So different level of authorization needs to be implemented and push notifications for all incoming posts and messages.
