application for android smart tv

I am looking for someone to develop a application for android smart tv. The app is an MP4 as a Service, with a subscription-based model, but no support for in-app purchases. The ideal candidate should have a demonstrated track record in developing apps for the android smart tv platform and be able to provide support as needed. I also need a web backend where I can upload the MP4 files. Then each user that is created in the backend will select the MP4 that they want to see on their SmatTV from a library, or the files will be taken at random. Then the user will install the app on their smartTV and log in viewing what was configured in the backend. The backend should allow uploading new mp4 content and cataloging them by author, country, etc.
