app for delivery tracking

I am looking for someone to create an app for delivery tracking. This app needs to work on both the iOS and Android platforms and must be released as a commercial application. The data for the app may or may not need to be pulled from an external source, but I am not sure yet.
The freelancer I am looking for should have proven experience in designing, developing and releasing mobile apps, especially ones with features related to delivery tracking. If the successful freelancer could provide examples of such apps they have created in the past, this would be a plus.
Time is of the essence with this project, so the freelancer must be able to demonstrate the ability to handle a quick turnaround. Payment terms and budget can be discussed once a suitable freelancer has been selected.
