android remote control client

This is a research project at the moment.
The project will include a desktop application and server which I'm working on. I need help with android client.
This is my first time on freelancer, so I am not sure how to estimate the cost. Feel free to provide a rough estimate from your view.
The initial step will be to create a proof of concept "accessibility service" on android.
It'll have 3 components
1 main activity which show instructions to grand required permissions and button to launch settings pages to enable them. THis can be launched from app launcher. good appearance is not a requirement.
2 The accessibility service. It should be able to make network calls (just proof of concept), draw over screen (preferably a mouse pointer, but any visible element is fine), ability to synthetically "click" anywhere on the screen.
3. A non-dismissable notification shown when the service is running. It should have a button to stop the service.
I can provide more details before work begins.

I am looking for someone who can potentially work with me, make changes and work on revisions. Each revision will be small increments. That said, future works are not planned at the moment.
