android and ios app

I need an android and ios app that detect if the device is playing a sound/music or not. If nothing is played for 1 minute, the app send a signal to a server and the server send an email.
The server will be able to check if a device if functional or not if the app installed is responding, if not send email.
And to update the app in a device, I need a server
