access contrl mobile app

I am looking to have an Access Control mobile application developed for personal use. the app must have web GUI and dashboard to register all authorized vehicles, upload the owner and vehicle picture and plate number, so that when searched from the app it could be found, also there must be a registration visitor from the application for nthe visitor vehicles, The preferred mobile platform is iOS and android the app must provide access control, notifications and other features. The project must be completed with all necessary details to ensure proper functioning.
