Wordpress Twilio plugin and Android app design brief

I need a Wordpress plugin built that integrates Twilio with a user interface that is like a normal phone for voice calling and SMS on PC and Android. It is for in house use at our business to manage customer calls and SMS.
Similar to Skype or Toktiv functionality but deployed as a wordpress plugin using Twilio.
Successful Freelancer will be given access to clean wordpress install on our server for test environment.
