WiFi Tethering as WiFi Network Android

I am looking for an experienced Android developer. The purpose WiFi tethering network is to create a local network within a single room. Additionally, the tethering feature should be compatible with Android devices running on versions 7.

I am trying to connect two devices over WiFi. Device 1 is Android version 7 and has the hotspot (WiFi Teathering). Also, it has KSWeb as the web server and WiFi File Transfer App. Device 2 is just a client as a web browser to connect to Device 1 WiFi Hotspot.
If Device 1 is the hotspot, it will not show the IP address on KSWeb (0.0.0.0 is the IP address shown), and WiFI File Transfer will ask to turn on WiFi and connect to WiFi to start the function. Although Device 1 is a WiFi hotspot and Device 2 is connected to Device 1 Hotspot, they are on the same WiFi Network.
When I tried the IP address 192.168.43.1, the standard hotspot's IP, it didn't work.
Is there any possible way to make this work? I also need the server to serve as a Wi-Fi hotspot.
