Web app or webview

I am looking for someone to develop a web application or webview, for personal use. My goal is to have the project run on both android and ios platforms, and to have basic layouts and design. The project will require strong knowledge of both platform and coding. The end result must be a well-designed and functioning app or webview that fulfills the requirements.
