Web-Based Screen Mirroring Solution

I'm in need of an expert to develop a screen mirroring solution for mobile devices (specifically Android and iOS). The system should work as follows:

- Mobile device (A) receives a URL from an admin computer (B) which is running on Windows.
- A monitoring computer (C), also running on Windows, receives the same URL and is able to fully monitor the screen of device A.
- The user of device A only needs to click the URL, with no extra downloads or installations needed.
- Admin computer B generates the URL according to certain rules and holds an employee database.
- The URL is generated for each employee with a single button click.
- Admin computer B is able to monitor which URL is currently active.
- All URLs are saved on a separate server for future reference, enabling the connection logs between devices A and C to be accessible.

Ideal qualifications for a bid include:

The connection between devices does not require high-level security, basic encryption should be sufficient.
