VOIP Call issue using 3rd party library in Native Android(Java)

We have a android app with in app video calling functionality using twilio library. The video call is initiated from the admin panel which in turn sends out a voip notification to the mobile device. Generally, the functionality works when the phone's screen is on, but when it's in ideal stage, the screen is off and when I'm trying to call, the screen doesn't wake up during that time. We are only accepting bids from experienced developers who have worked on similar projects in the past.
