VNC over NAT-NAT

We are looking for a solution for VNC server that runs on Android (Droid VNC) (or alternatively Linux if no other option) that need to be accessed from PC.
Both Android/Linux and PC are behind NAT and do not have public IPs.
We do have a Windows VM that is accessible and has statis public IP that can serve as a broker.
