Urgent Kotlin Mobile App Development

I need an experienced Kotlin programmer capable of implementing plygonal geofence functionality into an android application. The specific features I need are:

- The admin will login into dashboard and the admin will create geofence. The geofence information will be saved in MySQL database over the API.
- The admin will be able to display all the created geofence and can be able to edit and delete also.
- The admin will be able to create employee and will be able to assign the employee to a particular geofence. When the employee will pass the assigned geofence area then a API will be called with two parameter like: geofence_id, employee_id, admin_id
- The apps will take the necessary permission at the very first time of launching the apps. If permission not granted then the admin will not be able to create geofences.
- The apps should work in background and also in killed mode. The most of the employee will lock his phone and kill the apps and keep his/her phone in pocket. The employee's phone will keep remain in his pocket in killed and locked mode but when the employee will enter into the assigned geofence then a API should be called, when he/she will stay in the assigned geofence then another API should be called, at last when the employee will leave the assigned geofence area then another API should be called.
