Urgent- Build and publish of android app on play store

We have a finished android app and same was already on play store, but recently the app was taken down by play store for unknown reason (they said prior policy violation). So we need someone to build the app and publish it on play store. We tried to upload 2 times earlier and it got deleted again so the last freelancer told it was deleted due to privacy policy, so we made a new one (it will be sent to you for upload).
All in all we want the app to be on play store and must be approved by play store.
