Upload my app on apple store

I have an app which is made in flutter. It is already published on android devices. I want someone who can take the flutter files from me and upload app on apple store. i also have apple developer account ready. I want someone whom i can trust. and my budget is only 1000INR so please don't waste your bid by asking for more than 1k.
