Upload Android App to Play Store

I need an existing Android app uploaded to the Google Play Store.

Requirements:
- Set up the app from start to finish as per Google's guidelines.
- I have a Google Play Developer account.
- I have some app assets ready, but will need help with others.
- I need assistance creating a privacy policy.
