Upgradation of Existing Play Store Android App Development

I'm seeking a skilled android app developer to upgrade my existing google play store android app.

The app has to updated with new design but has to have the same functionality. Currently the app has been discontinued due to requirement of minimum Target API to 31. The app was previously developed in Andriod Studio.
The candidate also has to submit the final apk for testing and also guide me build the signed aab file and help me finally upload to play store.
