Update Android app from sdk 23 to 33 gradle 2 to 8

I am looking for a skilled developer to update my Android app from SDK 23 to SDK 33 and Gradle 2 to 8. My ideal candidate should have experience with Android app development and be familiar with the update process.

The app currently works with an API, but can not be installed on latest Android phones

Requirements:
- Update Android app from SDK 23 to SDK 33 and Gradle 2 to 8
- Update any dependences
- Ensure all features are working correctly post-update
- Provide support during the update process
- Make sure the code compiles to an APK ready for submittal to Google Play
- Complete the update within a week
