University Restaurant Ticket System Application

I need an Android and IOS application for a restaurant ticket purchasing system for universities.

Tickets are purchased by mobile money and are credited in the student's application.
Each time a student visits the restaurant, the voucher amount is debited by scanning a QR code.
The features:

- Administration panel: Super Admin Administration, Restaurant Administration; University Administration

- Ticket counting and reporting system by university restaurants
- Direct student registration available
- To register, the student must provide: First and last name, date of birth; phone number; student ID number, and select their university from the drop-down list. - Possibility of integrating multiple universities
- Each university can have one or more restaurants
- Each restaurant must have a name and be linked to the university where it is located
- Optimal security is required
