Uber Driver Surge App

There used to be an application named Surge 2x which recently got banned by uber and I am looking to make one that is similar to that. What does the app do? So basically when we book an uber we see higher fare charges when it's busy. That application tells how much the surge exactly is in that area. I want to make a similar app like that.
